Flickering issues on some channels

Problem:-

I am experiencing annoying flickering issues on certain tv channels.I am using Windows 7 ultimate 32 bit,my graphic card is ATI Radeon 5450 and connected by a HDMI cable.

Resolution:-

Open Catalyst Control Center of ATI and disable the followings:-

“Dynamic Contrast”
“Enforce Smooth Video Playback”
“Edge enhancement”
“De Noise”
